Pursuit is less about the pursuer catching the target and more about just keeping them in sight until other forces can block / capture. Aircraft are hella expensive to operate, so without a car able to keep up with a fleeing suspect, it would be very easy for said suspect to evade police.
Think of it this way ... would you rather spend a couple/few hours in an overstuffed la-z-boy recliner or on a wooden dining room chair?

I love me some pillow top split bench (with power driver seat) so fucking comfortable for real driving, completely unlike the hard sport seats one…
People who can buy drop a near 6 figure sum for a car has a garage. 30k car? Not so much. Maybe it’s the New Yorker in me, but having spend my entire life in apartments, I just don’t see how millions of people in urban area without a garage will be able to deal with that fact.
