It was a free territory that basically reused the 13th Ammendment for the state constitution. This was a vote to take out the loophole for punishment aka prison labor. 

In Colorado, it wasn’t to abolish slavery. We were always a free territory. It’s to take out the loophole for punishment. I don’t know what the article is about...everyone voted for it knowing it was about prison labor.
