Damn. You're right. That is one enormous oversight.

I mean, the point was that it didn't really work, wasn't it? It was supposed to be a way of recognizing good work and citizenship, and reinforcing discipline, but it was mostly just a way for teachers like Snape and Umbridge to exact petty vengeance on students they didn't like. Or each other.

I'd argue even that, but I might be biased.
