A widespread insurrection of the sort you relate would be unlikely to occur in a world where the aggrieved party or parties has the ability to participate in the election of a new government.

This is not a good argument. Besides being ignorant of how insurrections generally work, it also suggests that there is no value in resistance to tyranny in itself, regardless of the success or failure of said resistance. That’s just...dumb.
The problem with this entire line of thought is that it requires one to accept that the Second Amendment is alone in the Bill of Rights in using “The People” as a collective noun (though there could be some argument made for a similar usage in the 10th Amendment).
Can’t make people pay to exercise a constitutional right. Shit, you can’t even make people pay to exercise a *non-constitutional* right (voting).
If you carry for this reason, you are living under a belief that this sort of situation is absolutely going to happen (fear and paranoia), and that you have to be there to be the hero (self confidence problems).
Let’s assume for sake of argument that your fantasy depiction of a modern-day insurrection is correct. Would the futility of resistance to such a tyrannical, murderous regime mean that it shouldn’t be undertaken?
