As someone who is ex Royal Navy only having six arrests out of a crew of over 1,600 is an achievement.
The drinking age in the UK is 18 but most people start to drink around 15/16. Any young sailor who joins a ship will already have significant drinking under their belt. Alcohol is very important socially in the U.K. and it would do more harm than good to not have any available at all.
