I *believe* most departments are set up to where certain officer who are essentially designated interceptors get high speed training.  Around here, they're the ones who get to drive the G8 cop cars.  Maybe not most departments, but at least some.  It's still possible that even with the training, they still don't get

The amount of air caught seems to have taken the driver by surprise, as control was lost pretty soon after landing. You could argue that more driver training would help, but at the same time, aside from providing videos like this, it’s hard to tell what positive benefit these high speed chases really provide?

Some services still recognize pulse dialing, but you’re right, many only  recognize tone dialing now. you could get a set of pitch whistles/tuning whistles, afterall it’s just a tone the phone hears.
