I used to work at an art museum, and we allowed photos without the flash of our permanent collection. When a museum tells you you're not allowed to take photos, it's usually because the piece/pieces are on loan and there are copyright/some convoluted legal issues.

You can take photos, but you are not supposed to use the flash.
