It's not limited to seedy occupations though, pretty much all women in entertainment are encouraged to show some skin and be as attractive as possible. Movies, music, Hell, look at Fox news and count the number of attractive talking heads in short skirts.

I think half of it is several of their games ended up becoming huge hits. Portal, Laft4Dead, Dota 2, team fortress 2, etc. This meant more time developing sequels/revamps of those titles that could have gone to hl2: ep 3 or hl 3.
