The USB-C regulation doesn’t cover data speeds - so the EU will have no issue with Apple providing a USB-C connector supporting only USB 2.0 (something they do today on the iPad 10th Gen).

If you find out what that other app is then do let me know! I can think of a couple of times where I might be prepared to pay a premium to get some bricks to complete a cool looking build.
