If I remember, the motorcade uses some special tires for security purpose so they can’t just switch to regular old winters.

Visors allow for better vision in sunny conditions. The reason road helmets don’t have them is “aero” due to higher average speeds. It’s just like bicycles, if you’re mountain/crosscountry/leisuire then odds are your helmet has a visor. If you’re road cycling, blocking the sun would be nice but at higher speeds it…
