I guess it depends on the highway/region. Generally in Quebec, there is only one car within every few KM so you will have a chance to slow down.

Quebec too yup. One trick is to find someone else moving quick (when it's empty) let them go ahead then keep behind them a good kilometer or so. You'll see the red and blue going after them and you will have a chance to slow down.
