I don't understand why the rights owners to the songs aren't happy to have their songs streaming on shows. It's perpetual advertisement for their songs.

I suspect he is that kind of guy, and at least he was that kind of guy. But in my thinking he’s not making an excuse. An excuse would be “I was just joking” or “I was drunk.” Saying he’s not that guy isn’t an excuse. It’s a defense of his character.

That he’s a sheriff probably doesn’t make her have much trust in authority to back her.
