It’s Crysis 3 (a game that came out in 2013) with an extra 9GB of VRAM to access. Even at 4k, no, it’s not going to max that out. Nothing in 2013 had 9GB of VRAM. The GTX 980 had FOUR. The game going full tilt at 4k probably never exceeds 5GB of VRAM.
