Then implement those inspections in a useful way so that abuse will be difficult. You can never fully prevent it but you can go a long way.
No shop has ever had the legal authority to hold a car over a safety issue. We can’t throw out the baby with the bath water here. Shady shops will always exist regardless of whether or not inspections are required.
It’s not as bad as not affording a bus pass. It’s more, bus passes don’t exist because there are no bus routes.
Dangerous as in they lose a wheel on the highway, bald tires, bad brakes, collapsed suspension, everything that can lead to avoidable situations were people will get hurt due to negligence (lack of funds included).

I would say that you are looking at this the wrong way. If you own a car you should be able to afford to keep it in safe condition. If that means doing the hard work yourself or paying a shop to do it, it doesn’t matter. It is all part of owning a car.
Which poor people can’t afford those things either, and yes more readily available and affordable public transportation would ease some of these issues.
It isn’t a right, it is a privilege to operate a 2 ton machine at high speeds. If you can’t be diligent or afford the maintenance to properly operate the machine you should be SOL.
