Really the only rule to follow is: match your revs.

Lost of times it makes sense.. you accelerate with a bit of gusto on a 45 mph road, you might end up doing 1-2-5. You’ve hit the fat part of the power band in each gear but now you need to stop accelerating or you’ll go way to fast.. press the clutch and engage when the revs fall, and off you go at 1500 rpm.
