Right before he pulls his gun, you can hear some sirens driving by. I'm assuming they got in the range of the cop's AI so the cop pull his gun to go help out. I'm guessing he disappeared because he just got too far away from the player.

I think you're forgetting about the mobile scene. Nintendo has historically and continues to dominate handheld gaming. The 3DS got off to a slow start but it's kicking a pretty decent amount of ass at this point. Certainly more than the Vita is currently or the PSP ever did. Their only real competition on this front…

I've never been able to cross my eyes but I can relax them on command (like looking at something farther away rather than closer) so I can actually view them properly.
