There are a lot of black women (and men, for that matter, and non-binary folks) who are worrying about a pandemic AND their hair. This includes black people who are essential workers.
I think you’re missing the point. There are lots of smaller ways the pandemic is affecting people. The author is just reporting about one more that you might not have considered. Nowhere do they imply that this issue is more important than people dying.
