paint thinner is not a component of dried and cured finishes, it is part of the raw product that makes it spray-able, but becomes a V.O.C. when sprayed and evaporates. the issue is, as general advice, it will in most cases be wrong and potentially cause further damage. So a 1" line of ink suddenly becomes a 2"x 3" area with damaged and missing top coat requiring a repair.
