I spent 15 years handling complaints of my state’s law enforcement database.  I never got less than 150 complaints in a year.  The majority were unfounded, I have to admit, but I firmly believe that’s because the majority of victims had no clue and never complained.

It is far more likely that a caller will walk back claims of domestic violence once police are on the scene than they will falsely make them in the first place.
