They’re trying to emulate the look of traditional anime, which usually operates at a very low framerate (usually drawn on twos or threes, equating to 8-12 fps). It doesn’t work, but I at least understand why they’re doing it.
Many episodes used CGI for space sequences (most prominently Gateway Shuffle), but only one and a half episodes were animated digitally (Pierrot le Fou and parts of Brain Scratch). The rest is old-school cel animation.

Fuck off, Jango. That manga was never localized and was insanely obscure. Nobody should have ever been expected to “know the lore” to pick up this game and understand what’s going on. When you have to rely on outside sources to tell your story, you have failed as a storyteller.
