As Paul said, Brazil is a sovereign nation, so it’s generally under their rules. They aren’t violating any international laws or anything. That said, it’s highly unusual for them to take such drastic steps for an incident like this and it won’t win them any friends in the US State department or the IOC.

It’s extremely disrespectful. In my jurisdiction, the judges refer to everybody, even non-lawyers and legal interns either by their professional title or “Mr./Ms” and their last names.
