Pretty much. To be fair, odds are nothing's going to happen - which is why the system continues. It works - for the most part.

I've seen this too. My commentary is colored by recent discussions we've had in our house about allowing our kids to go to the park or community pool by themselves. They NEED to get out by themselves and away from us to learn how to do stuff for themselves.

Where I live it could be illegal to leave them unsupervised at ANY age under 18. The law bases it subjectively on the police and CPS judgement of a child's maturity.

Parents are more than willing to let our kids go out by themselves.
