Yes, however one designed to work at crawl speeds won’t be much help at improving fuel economy the rest of the time. AC motors near stall generate tons of heat, so it would have to be smaller motors combined with with gear reduction to work for crawling. Or go back to locomotive tech and do some series-parallel
