Wouldn't there be an issue of chain of command? Fury is obviously the commanding officer on the flying carrier, but where do shadowy apparatchiks on video fit in? If they didn't have the authority to actually issue those orders, then Fury is just putting down a mutiny.

Condoms are only 98% effective, even with absolutely perfect use. 1 in 50 couples will end up pregnant anyway after a year.

There isn't a reluctance to find a male hormonal contraceptive. Any pharmaceutical company that found one could effectively print money for the next 20 years. We haven't found one that works, and as pointed out, as promising as this is it's ineffective in at least 10% of men.
