Allessandra Stanley seems like a real piece of work. What exactly IS her relevance? If she is that out of touch, should she be opining on a national level?

I don't see this "intended" as a non-apology. I think this is more of a way of damning Stanley in the sense of "the road to hell is paved with good intentions." I read it as "You racist twit, you 'intended' something positive, but your racism got in the way."

This one doesn't bother me as much as the other "intended" apologies, because she follows it up by saying that it was delivered badly which is putting the onus back on Stanley and not on the people who were offended. I'm actually rather pleased with this apology.
