It was the December debate. Here’s the relevant portion that I paraphrased. Again, I agree with the goal here, but none of these statements explain how he’s going to go about making Saudi Arabia or Qatar change their course, he’s just stating that he’ll somehow make it happen:

I completely agree that we need the participation of neighboring states, but “we’ll make them” isn’t a plan to facilitate that. I agree with the conclusion, but you need a plan to get there and Bernie doesn’t seem to have one — that’s my issue with him. Conclusory statements tend not to solve anything.
