Yes, to your second point. Have the mission take place in Gotham, and only reveal that Joker is the target after they arrive, to really amp up the unpredictability. And since it's in Gotham you can even have Batman working to solve the same problem, and potentially warring against/teaming up with the Squad as needed.

I'm not interested in any statements made while Perlmutter was Feige's boss. Everything we've heard suggests he was a major roadblock to any film not starring a white man. Feige may be saying the same thing he was 7 years ago, but this time I believe he actually means it.
