That entire scene is just an A+ troll job by Luke. Whenever Kylo is about to get the catharsis he desperately wants, Luke just fucks with it.

I loved what they did with R2 (“there’s nothing you can say to me to get me to come help” or something like that, followed by the Leia clip). Also, the dual suns music at the end was a great callback.
