Net Neutrality will stop ISP companies from being able to charge a company for better speeds on their connection. It probably won't stop companies from not releasing an application that allows the end user to access a website.

Here's a list of games that will run in SteamOS (over 700).

The idea is to reach out to the people who would like a gaming PC like that but are not comfortable with building it. This seems to be designed as a livingroom gaming PC, considering the controller they're launching with it.
