actually President Obama reauthorized CHIP in 2015. Trump was supposed to renew CHIP in September 30, 2016, but let it lapse.

because Trump could have renewed CHIP before it expired in September 2016. the only reason I can see for Trump not renewing CHIP in 2016 is to use the children who depend on CHIP as hostages for his evil machinations now.
