You’ve got a point. It looks shady as hell. But as far as I can tell from a quick read, it doesn’t look illegal. And that is the crux of the problem.

I work in finance, but not at a hedge fund. I understand municipal bonds, their tax free status and their relative debt seniority. I also understand Puerto Rico’s debt rating and its implications.
