The "do work or perform tasks" part will cover that. Emotional support isn't enough any more. Needs to be like a seeing eye dog or an assistance dog for the disabled.
The only solution is for the manufacturer to set the price and for it to be illegal for dealers to deviate from it with massive fines or even prison for dealer principals if they violate the law.
