Yes, it's fully backward compatible and supports 4G LTE, 3G HSPA+ all the way down to EDGE and GPRS (the AT&T model at least). If on Verizon, I believe it's backward compatible with CDMA, and will also roam on GSM networks.

Tower communication logs are not "public record" in the sense that they're not published unless there's an incident.
