I worked at a metal shop with several 20T overhead cranes, no certification needed. Second day someone handed me the remote and gave me about 10 seconds of instruction. But hop on a forklift without an 8 hour course and certification? Hell no.
Headlights and taillights should just be on the normal setting as soon as the vehicle is put in gear. It’s 2018, most vehicles have gone to LEDs for all but the headlights. There’s no reason turning the lights on should still be something shitty drivers have to try and remember to do.
On the other end of the scale, if you have the $40k and you could get financed at, or near zero percent. Would you not be better off borrowing that money for almost free and sticking you actual money in some sort of investment?
