It’s historically cold enough in Manitoba that we rarely see salt on the roads outside of the first and last few weeks of winter. Cars that aren’t prone to rust don’t really tend to for the most part.
Alberta doesn’t have inspections as such, but if you’re bringing a car into Alberta it has to pass an inspection. At least that’s what my research several years ago showed.

Just buy a good oil filter wrench/adapter or 2, there’s a small one and a large one, and be done with it. I have this same style and have never had an issue and only 1 experience where it wouldn’t physically get on the oil filter.
