Not one XL ever came with the charger over here in the UK. They were either bundled in separately by retailers or you bought it yourself/used your old DSi charger.

I picked up an Ambassador edition and I have to say, it's an amazing upgrade. I never, ever used the 3D slider before, but the New 3DS is perfect. I always play with it turned up full.
