Last week (in Indiana), I got behind two different people on a snowy morning with their hazard lights on doing around 15 mph. If it’s that scary, just stay home. 

People who can’t maintain speed. For example, I’m driving along, cruise set on 65, I come up on someone, change lanes to go around, then their speed creeps up and finally matches mine. Then, I either have to speed up to get back over, or slow down to get behind them.

FINALLY. There have been SO many times I’ve needed to tow 17 tons and just couldn’t find a non-commercial grade vehicle to do it.
