The behavior outlined is of a localized nature. This is not a leadership failure that goes up the line. The activities they engaged in were illegal. Leadership on the ground would be in the know and seemingly condoned it.

People did leave the labor force in frustration but there is a pretty simple reason. There were a lot of baby boomers near the end of their work lives who sort of just decided to retire because they weren’t going to get the good job they had back at their age. Those people are not waiting on the sidelines to jump back…
