It's at 'low' speed in cities where the pedestrian safety features help. A lot of the pedestrian injuries in such incidents would not be fatal if it wasn't for something like their head hitting the bonnet or some such. Simply raising the front of the bonnet a few inches makes a real difference to survivability.

Anyone with enough forethought to realise that smearing pedestrian brains on your windscreen is not a pleasant thing to do.
