I absolutely see these short term benefits. But I think trying to keep the U.S. in the manufacturing game is a losing battle. We simply can't compete with manufacturing costs of other countries, and for good reason: the U.S. should be providing services above the intellectual ceiling of building cars.

I absolutely respect your viewpoint. I think the short term microeconomics of the move look beneficial. But the macro of US production of automobiles is highly overrated. Manufacturing is hardly the future of a global leader, especially the manufacturing of a technology as tried as the car.

It all depends on the requirements of the contract. I'm sure it was clearer than just stating "a review".
