Meh, sure, if you pick one of the most popular tuning platforms in existence then yea, you can get some tuning done and stay CARB legal. You can tune a Mustang, Corvette, and a couple of Honda+BMW products. If you want to tune literally any other platform then you are pretty much SOL.
