Not true. If you’d presented the quote as being by Mike Pence - and I’m sure he has said very similar things - I would not take that as evidence of insanity in him either. The definition of prayer does not necessarily include hearing God’s voice giving you specific instructions, and there’s nothing in that quote that

I don’t know to what extent it affects him now, but he has certainly had major problems with alcohol in the past. In the 90s he was in court-ordered rehab following a DUI conviction. Plus he’s served time for dealing cocaine.

One of my favourite quotes of all time is from the incident report from Allen’s 1997 arrest for DUI: “Mr. Dick was asked to recite the alphabet. Mr. Dick attempted the alphabet, but when he reached the letter ‘O’ he then stated ‘Q, R, Z.’”
