For what it's worth the numbers on the hazmat placard mean that its contents are: Hazardous to breathe (2 on a scale of 0 to 4), Flammable but must be preheated to burn (1 on a scale of 0 to 4), and Explosive - strong heat or shock may detonate (3 on a scale of 0 to 4).
