I hated it for all of the reasons you point out about the flashing lights and the blaring sirens. It really gave me a headache. I understood what the director intended but he could have cut those scenes in half and they would've still been effective. It went on for far too long and ultimately ruined the movie for me.

I'm so sick of this argument being brought up anytime any ill-informed person mentions Dredd or The Raid. One did NOT rip off the other. Production was years apart. There is plenty of print out there on the internet to back me up.
