He's just really average. He's never hit one out of the park, but he's done some respectable work. Also some pretty boring stuff. At least in my opinion. I don't hate him as much as some others. I think he's better than Chibnall (which it pains me to say).

One can find good, worthwhile child actors (just look at Stranger Things), but it takes time and effort, something the BBC doesn't have the dosh to fund. It would be a crap shoot and even then the payoff might not be all that great.

They've already gotten by the word "bitch" a couple of times, give it another decade and it just might come to pass. They can digitally recreate PC at his current age and have him go off on a rant against the Daleks.
