Most states have a interstate compact when it comes to license. If your license is suspended in another state, most others will not let you renew yours.

They don’t have to. Just like the government doesn’t have to prove your car was correctly booted. Once it’s been done, it’s up to you to prove someone else messed up or messed with the item.
