I think by the end of the season we will see that this is all Ollys plan and he’s been playing the long game. Possibly VIA flashback we’ll see Amanda Waller tasking Olly with retrieving the last virus. OR in the current flashback arc we’ll see some hint that Olly’s been playing the very long game.

I think the W is the Whisperers but that's quite a jump ahead compared to the comics, maybe they're mixing that in with Negan and the saviours. As long as Negan is as foul mouthed and evil as he is in the comics I'll be happy.
