I’m not sure. If I had to guess based on the old eyeball test, Cadillac seems to run 60-100 hz for their “dim” setting on tail lights and a 100% duty cycle for full brightness. I'm sure a few minutes with a scope could answer the question, but I haven't had a real oscilloscope in 20+ years...
PWM brightness control is a distraction for me as well. For some reason, Cadillac seems to have the worst of the lot when it comes to noticing it.

I pulled the fire suit and helmet bit one year, and it rocked. I did a real Grumman test pilot flight suit with a real F-14 pilot helmet that I stuffed with glow sticks a while back and it was about the same. So, if you want to feel like a fighter pilot, wear your racing gear. Just be prepared for 50 people to ask you…
