CUFI is best thought of as a hate group. The difference between that group and one of the well-moneyed anti-Muslim hate groups is minimal. They overlap a great deal. It’s an ideologically rabid organization.

Not only was Hopper’s body not found he wasn’t there when the machine exploded. I’m fairly sure he’s not in this dimension at the conclusion of this season.

Jon’s death  is the exception that proves the rule. At that point in the story Jon’s parentage was still ambiguous. With Jon dead, that mystery is pointless. Plus it had already been established that Red Priests could resurrect the recently dead. So it was easy to assume resurrection was coming.

There’s a trope where unless we see a body, there’s a good chance a seemingly dead character is still alive. Eleven saw Barb’s body so we know she’s dead. Hopper’s fate is inconclusive since his body was not recovered.

It was just the Duffer brothers doing 2 things: 1) leaving a route to bring Hopper back if they want (assuming they haven’t nailed down season 4's plot yet) and 2) teasing the fans who LOVE to speculate about every last detail.
