You're exactly right in the point you're making. The annoying part of me wants to correct you in saying that Civ *isn't* a RTS (real-time-strategy) but is a Turn Based Strategy. I would like to see him try a RTS with these, as like you say, the Turn Based ones allow for the slower reactions.

As a keen Kerbonaut (about to watch Kerbalkon on Twitch) and a Wheatley myself, the veinn diagram this creates gives me a lot of joy.
You'd hope, but ultimatley the responders and call office team are only people, and if in a situation priorities need to be made, I'd like to think that he would be treated equally. But like I say, people are people.
